数据流转抑或信用流转:数字赋能信用治理的架构与逻辑

Data Transmission or Credit Circulation:The Architecture and Logic of Digitally-Enabled Credit Governance

[目的/意义]针对我国社会信用数据治理的管理和应用呈现割裂化、多元化以及效能低等问题,以数据要素的治理经验为基础提出使用标准化的信用数据作为信用治理的新客体,并归纳出信用数据要素与数字技术重塑信用治理的架构与运行逻辑。[方法/过程]指出我国信用治理的现状与困境,结合数据要素的治理经验与流转逻辑,提出数字技术与数据要素重塑信用治理的框架与运行逻辑,并重点论述机制与制度如何推动信用治理的数字化转型。[结果/结论]在数字技术与数据要素的支持下,能够形成以信用数据为流转核心的新型信任治理机制,以此为我国实现数字政府,实现治理现代化提供更多路径选择。

[Purpose/significance] In view of the fragmentation,diversification,and low efficiency of the management and application of social credit data governance in China,based on the governance experience of data elements,this paper proposes to use standardized credit data as a new object of credit governance in the digital ecosystem,and summarizes the structure and mechanism of credit data elements and digital technology to reshape credit governance.[Method/process] Firstly,the current situation and dilemma of credit governance in China are pointed out,combined with the governance experience and circulation logic of data elements,the framework and mechanism of digital technology and data elements to reshape credit governance are proposed,and how mechanisms and systems promote the digital transformation of credit governance are emphasized.[Result/conclusion] With the support of digital technology and data elements,a new trust governance mechanism with credit data as the core can be formed,so as to provide more path options for China to realize digital government and realize governance modernization.
