共同富裕目标下全面缩小城乡差距研究

The Current Situation,Causes and Countermeasures of the Urban-rural Gap in China under the Background of Common Prosperity

实现全体人民共同富裕是中国式现代化的本质要求。我国社会发展的不平衡不充分是制约共同富裕的关键因素,而最大的不平衡是城乡发展不平衡,最大的不充分是农村发展不充分。在此背景下,本文结合二元经济理论分析了我国城乡差距的成因及历史演进。进一步,本文全面系统梳理了农村与城市在居民收入、消费水平、基础设施、公共服务、产业发展等方面差距的现状。据此,本文提出应以全面推进乡村振兴为主要抓手,以破除城乡二元结构为切入点,全面缩小城乡差距,助力实现全体人民共同富裕。

Achieving common prosperity for all becomes the essential requirement of Chinese modernization.Unbalanced and inade-quate development in China is a key factor restricting the achievement of common prosperity for all.The most prominent problem in development is the large disparities in development between rural and urban areas,meanwhile the inadequate development of rural areas cannot be ignored.This paper analyzes the causes and historical evolution of the urban-rural gap in China based on the dual economic theory.Further analysis shows that the rural areas lag far behind the urban areas in many areas,such as personal incomes,consumption,the construction of infrastructure,the access to public services,and the development of industries.Therefore,this pa-per proposes that China should regard the implementation of the rural revitalization strategy as main starting point,break the binary economic structure of urban and rural areas,narrow down the urban-rural gap in all respects,and ultimately achieve common pros-perity.
