数据要素市场化配置对城市经济韧性的影响:促进还是抑制?——基于数据交易平台设立的准自然实验

The Impact of Market-based Allocation of Data Elements on Urban Economic Resilience:Promotion or Inhibition?A Quasi-natural Experiment Based on Data Trading Platform

数据要素市场化配置是以市场为根本的数据资源体系,已成为提升城市经济韧性、实现经济高质量发展的重要抓手。为研究数据要素市场化配置能否以及如何影响城市经济韧性,本文整理中国277个地级城市2011—2021年的样本数据,基于数据交易平台设立的准自然实验,运用多时点双重差分模型进行实证检验。研究发现,数据要素市场化配置显著提升了城市经济韧性,在经过平行趋势检验、安慰剂检验、PSM-DID回归以及内生性问题处理等一系列稳健性检验后,结论依旧成立;传导机制检验表明,数据要素市场化配置通过改善资本配置效率与劳动力配置效率提升城市经济韧性;异质性检验发现,数据要素市场化配置对城市经济韧性的提升效应在行政等级较高、政府干预较低的城市以及东部城市中更显著。本文研究可为实施数据要素市场化配置,推动城市数字化转型、提升城市经济韧性提供新的理论释义与现实参考依据。

The market-oriented allocation of data elements is a market-based data resource system,which has become an important starting point to enhance the resilience of urban economy and achieve high-quality economic development.To study whether and how market-based allocation of data elements can affect urban economic resilience,this paper collates the sample data of 277 prefecture-level cities from 201l to 2021.Based on the quasi-natural experiment set up by the data trading platform,the difference-in-differences model with multiple time periods is used to carry out the empirical test.It is found that the market-based allocation of data elements significantly improves the resilience of urban economy.After a series of robustness tests,such as Parallel trend test,placebo test,PSM-DID regression and endogeneity problem treatment,the conclusion remains valid.The transmission mechanism test shows that the market-oriented allocation of data elements can improve the resilience of urban economy by improving the efficiency of capital allocation and labor allocation.Heterogeneity test shows that the enhancement effect of market-based allocation of data elements on urban economic resilience is more significant in cities with higher administrative level and lower government intervention and in eastern cities.This study can provide a new theoretical interpretation and practical reference for implementing market-based allocation of data elements to promote urban digital transformation and enhance urban economic resilience.
