教师交流轮岗政策实施现状及优化对策——利益相关者视角下的混合研究 被引量:2

The Implementation and Optimization Strategies of the Teacher Rotation Policy:A Mixed-method Study from Stakeholder Theory Perspective

摘要 教师交流轮岗的有效实施是实现政策目标的保证。研究发现,教师交流轮岗已实现“制度化、常态化”,且以同级流动为主;轮岗教师以教龄、职称、学历、荣誉称号等级均较高的资深教师为主;教师有一定的轮岗积极性,但有待进一步提高;政府在人事制度上对教师轮岗的激励保障有待进一步完善;轮岗取得了一定的成效,但不同流向的轮岗之间存在较大差异。为完善教师交流轮岗实施并促进交流轮岗效果的最大化,应激发教师内生动力,塑造教师“专业人”身份;重视双方利益诉求,实现学校和教师需求双向匹配;精准规划交流轮岗,系统优化轮岗实施生态;战略部署轮岗路径,促进轮岗教师能量发挥。 The effective implementation of teacher rotation is a guarantee for achieving the goals of this policy.Results show that teacher rotation has been"institutionalized and normalized"implemented,and mainly occurred in the form of same-level flow.Rotating teachers are mainly senior teachers with relatively more teaching experience,higher professional titles,better academic background and professional honors.Teachers show a degree of motivation for rotation,but it needs to be further enhanced.Governments'incentive and guarantee mechanism for teacher rotation in terms of personnel system needs to be further improved.Teacher rotation has produced some positive effects,but obvious dfferences exist between rotations with different paths.In order to improve the implementation and maximize the effect of teacher rotation,it is important to stimulate the internal motivation of teachers to shape their"professional"identity,attach importance to the interests of both schools and teachers and facilitate a two-way matching between them,accurately plan teacher rotation and systematically optimize the ecology,and strategically deploy the rotation path to give play to teachers'capability.
