Promoting High-Quality and Full Employment by Coordination between Quantity and Quality

“促进高质量充分就业”是我国现代化新征程上就业工作的重要战略目标,对于构建新发展格局、实现共同富裕、促进人的现代化具有重要意义。当前,我国就业总量压力不减、就业结构性矛盾突出、就业质量仍为短板、就业形态和就业观念日益多元。实现高质量充分就业,仍面临就业数量上周期性冲击与结构性矛盾叠加、就业结构上劳动力市场分割制约结构优化、就业质量上劳动关系快速变革加大劳动保障难度等挑战。因此,要进一步优化就业量质协调发展的政策体系,强化就业政策与其他各类政策的协调配合,构建匹配产业发展的人力资本积累体系,完善劳动者的劳动权益与就业服务保障制度,健全高质量充分就业的统计监测评估机制,以实现高质量充分就业。

Promoting high-quality and full employment,a strategic goal of the employment work in China's new path to modernization,is of great significance for building a new development pattern,achieving common prosperity,and promoting human modernization.The current employment in China is characterized by a large total amount,imbalanced structure,unsatisfactory quality,and increasingly diverse forms and concepts.The achievement of high-quality and full employment faces challenges such as periodic shocks,structural contra-dictions,labor market segmentation,and increased dfficulty in ensuring labor security due to the rapidly changing labor relations.Therefore,measures should be taken to improve the policy system for the coordina-tion between quantity and quality in the development of employment.The specific measures include strengthe-ning the coordination between employment policies and other policies,building a human capital accumulation system that matches industrial development,improving the labor rights and employment service guarantee sys-tem for workers,and perfecting the statistical monitoring and evaluation mechanism for high-quality and full employment.These measures will facilitate the achievement of high-quality and full employment.
