新世纪以来韩国政府推进体育事业发展的注意力配置研究——基于2000-2022年政府《工作计划》的文本分析

A Comprehensive Analysis of South Korea's Governmental Focus on Sports Development Since the Turn of the Century——A Textual Examination of the 2000-2022 Government Work Plans

对2000韩国文化体育观光部发布的《工作计划》进行文本分析,从群众体育、竞技体育、体育产业、体育文化、体育外交和学校体育6个工作领域探讨新世纪以来,韩国政府推动体育事业发展的政策注意力配置以及发展经验。研究得知其发展经验主要包括:依托现代化体系,构建新世纪体育发展的模式与保障;加速创新驱动与深化融合,打造新世纪体育发展的主旋律;全面提升水平,营造健康的发展环境;借力深度国际交流,寻求发展的有效途径。在总结韩国体育发展经验的基础上,提出对我国体育发展的启示:坚持新发展理念,推进竞技体育治理体系与全民健身服务体系现代化;遵循“深化融合+加速创新”的发展主线,助力体育发展形成新成果;加快建立全国体育仲裁机构,全面提升依法治体水平;依托国际交流窗口,进一步提升国际影响力与话语权。

This study delves into a textual analysis of South Korea's Ministry of Culture,Sports,and Tourism's*"Work Plans"spanning from 2000 to 2022.It investigates the policy focus and developmental experiences of the South Korean government across six key areas:mass sports,competitive sports,the sports industry,sports culture,sports diplomacy,and school sports since the dawn of the new century.The research unveils that developmental experiences primarily include leveraging a modernized system to establish a model and guarantee for sports development in the new century;accelerating innovation and deepening integration to set the tone for sports development;enhancing the level of legalization comprehensively to foster a healthy development environment;and utilizing extensive international exchanges to identify effective developmental pathways.Drawing upon the summarized developmental experiences in South Korean sports,the study offers insights for China's sports development during the"14th Five-Year Plan"period:adhering to new development concepts,advancing the modernization of the competitive sports governance system and the national fitness service system;following the developmental theme of"deepening integration+accelerating innovation"to contribute to fresh achievements in sports development;expediting the establishment of a national sports arbitration institution to elevate the level of legal sports governance comprehensively;and relying on international exchange platforms to further amplify international influence and discourse power.
