西柏坡时期民主集中制建设的历史实践及当代启示

民主集中制是党和国家的根本组织制度和领导制度,西柏坡时期是继七大之后、新中国成立之前民主集中制发展最为完善,落实最为有力的一个时期。回顾西柏坡时期党的民主集中建设的历程,总结民主集中制建设的历史经验,对当代民主集中制的建设和发展有重要启示:要在巩固制度地位、完善党和国家制度体系中坚持和落实民主集中制;要增强民主集中制执行效果,把实行正确集中始终作为坚持党中央集中统一领导的有力支撑;要激发内在活力,以发扬党内民主为依托,推动发展全过程人民民主。

Democratic centralism is a fundamental system of CPC and the nation in organization and leadership.Xibaipo period witnesses its best performance and development right before the founding of new China and after the 7th congress of CPC.This paper reviews the process and recollects the historical experience for the sake of holistic contemporary construction of the people's democratic centralism.
