城市地铁反恐实战演练优化路径——基于8个新一线城市地铁反恐实战演练实例

Promotion Path of Anti-terrorism Practice of Urban Subway--Based on the Actual Anti-terrorism Practice Drill Examples of Subway in 8 New First Class Cities

城市地铁具有点多线长、客流量大、空间局限等特点,容易成为恐怖分子袭击目标。因此,城市在大力开展地铁建设的同时,更要重视和加强地铁反恐工作,将关口前移,定期开展科学有效的反恐实战演练。通过对比分析8个新一线城市20次地铁反恐实战演练,发现其在演练方式、重视程度、预案编制和联动能力等方面还存在薄弱环节,建议从树立“以民为本”的地铁反恐实战演练理念、构建常态化的地铁反恐实战演练制度、完善地铁反恐预案体系、创建多元主体参与的协同模式、建立科学有效的评估机制等方面提升反恐实战演练质量,将地铁反恐工作做实做强。

Because urban subway has the characteristics of many stations,long routes,large passenger flow and limited space,it is very easy to become the target of terrorist.Therefore,while vigorously developing subway construction,cities should pay more attention to and strengthen the anti-terrorism work of subway.Cities should regularly carry out scientific and effective anti-terrorism practice drill.By comparing and analyzing 20 subway anti-terrorism actual combat drills in 8 new first class cities,we find that there are still weak links in drill methods,atten⁃tion,plan preparation and linkage ability.It is suggested to improve the quality of anti-terrorism practical drill from the aspects of establishing the concept of“people-oriented”subway anti-terrorism practice drill,building a normal⁃ized subway anti-terrorism practice drill system,improving the subway anti-terrorism plan system,creating a col⁃laborative model with the participation of multiple subjects,and establishing a scientific and effective evaluation mechanism,so as to make the subway anti-terrorism work more practical and powerful.
