城市TOD先行先试发展策略——以贵阳花溪区为例

The Strategy of Urban TOD First and Development:Taking Huaxi District of Guiyang as an Example

推动交通系统与土地使用深度融合的TOD模式成为破解“大城市病”核心之策、城市高质量发展的重要突破点,国内有潜力城市都在积极推进TOD发展,探索适合城市特色的TOD发展模式,在此背景下,城市TOD先行先试成为TOD落地发展关键。本文以贵阳市及其花溪区为案例,基于目标导向、问题导向和优势导向,“自上而下”与“自下而上”相结合,提出了TOD“顶层设计-战略策略-规划设计-行动方案-示范站点-技术指南-评估平台”发展体系,在此基础上,结合花溪优势,提出花溪建设5个TOD发展特色目标、4个TOD片区、4个TOD廊道、2个重点TOD群落、29个TOD站点联动的“5-4-4-2-29”TOD示范策略,研究也提出TOD示范区的综合开发示范实施若干关键及可产生的综合效益,以期实现TOD发展在贵阳实现以点带面的突破。

The TOD model,which promotes the deep integration of transportation system and land use,has become the core strategy to solve the"big city disease"and an important breakthrough point for high-quality urban development.All potential cities in China are actively promoting the development of TOD and exploring a TOD development model suitable for urban characteristics.In this context,the first trial of urban TOD has become the key to the implementation and development of TOD.Taking Guiyang City and its Huaxi District as examples,this paper proposes the TOD development system of"top-level design-strategic strategy-planning and design-action plan-demonstration site-technical guide-evaluation platform"based on goal orientation,problem orientation and advantage orientation,and the combination of"top-down"and"bottom-up".On this basis,combining the advantages of Huaxi,it proposes to build five TOD development characteristic goals,four TOD areas,four TOD corridors The"5-4-4-2-29"TOD demonstration strategy linked by two key TOD communities and 29 TOD stations,the study also proposed several key and comprehensive benefits that can be generated from the implementation of comprehensive development and demonstration of TOD demonstration areas,in order to achieve a breakthrough in TOD development in Guiyang from point to area.
