技术异质性视角下我国区域用能权与碳排放权初始分配研究 被引量:4

The Initial Allocation of Regional Energy-consuming Rights and Carbon Emission Rights in China from the Technological Heterogeneity Perspective

摘要 将用能权及碳排放权的初始分配置于同一分析框架下,构建考虑区域技术异质性的零和DEA(data envelopment analysis)模型,进而得出兼顾经济效率与社会公平的我国2025年用能权及碳排放权初始分配方案。结果表明:我国区域发展不平衡特征明显,忽略技术水平的差距将形成对技术落后省市的“拔苗助长”效应;特别是对于产业发展不平衡地区,在DEA模型的产出处理中应适当提高第二产业增加值的比重;大部分地区总体效率的提升应得益于节能与减排的“双管齐下”,而部分地区则应有所侧重;考虑技术异质性的零和DEA模型“熨平”了各省市节能减排系数的波动,同时也改善了传统零和DEA模型对前沿技术效率的“牺牲”问题。 This paper puts the initial allocation of energy-consuming rights and carbon emission rights under the same analysis framework,constructs a zero-sum-gains DEA model considering regional technological heterogeneity,and then obtains the initial allocation scheme of energy-consuming rights and carbon emission rights in 2025,which takes into account economic efficiency and social equity.The results show that the characteristic of unbalanced regional development in China is obvious.Ignoring the technical gap will form a“pulling seedlings and promoting”effect on technologically backward provinces.Especially for areas with unbalanced industrial development,the proportion of added value of secondary industry should be appropriately increased in the output processing of the DEA model.The improvement of overall efficiency in most regions should benefit from the“two-pronged approach”of energy conservation and emission reduction,while some regions should focus on one.The zero-sum-gains DEA model,considering technological heterogeneity,smoothes the fluctuation of energy conservation and emission reduction coefficients in various provinces and also improves the sacrifice of cutting-edge technological efficiency by the traditional zero-sum-gains DEA model.
