群堆模式下核电厂采购分工模式精细化管理的探索与实践

Exploration and Practice of Refined Management of Procurement for Nuclear Power Plant under Group Reactor Mode

核电厂群堆管理模式已成为我国发展核电的主要趋势,由于群堆模式下堆型复杂、机组数量多、运行状态不同等因素,电厂的采购工作存在采购量大、物资种类复杂、市场供应条件差异大等难点,加之新时代下更加多元的市场环境,如何规范、高效、专业地开展群堆模式下的物资服务保障工作,将是今后采购工作的重点。采购管理的精细化是新形势下采购工作的主要目标,通过采购分工模式作为出发点,以秦山核电为研究对象,探索多机组、多堆型的群堆模式下采购的分工模式,在采购分工模式方面提出了机构重组、流程再造、发挥专业化优势、强化供应商管理等的分段式采购模式,优化了采购流程、提高了采购效率。

The group management mode for nuclear power plant has become the main trend of developing nuclear power in China.Due to the complex reactor type,large number of units,and different operating states in the group reactor mode,the procurement of power plants has large procurement volume,complex material types,and market conditions.Difficulties such as large differences in supply conditions,coupled with the more diverse market environment in the new era,how to standardize,efficiently and professionally carry out the material service guarantee work under the group reactor mode will be the focus of future procurement work.Taking Qinshan NPP as the study case,the division of labor in procurement under the multi-unit and multi-reactor group mode is explored through the procurement division mode.In terms of procurement division mode,it proposes a segmented procurement mode such as institutional reorganization,process reengineering,exerting specialization advantages,and strengthening supplier management,which optimizes the procurement process and improves procurement efficiency.
