近年来,国内化工产业发展取得了长足进步,但安全、环保事故时有发生,给经济社会和生态环境带来一定影响,化工园区作为化工产业发展的主战场,其管理水平和承载能力亟待提升。大发展需要大投入,当前地方政府财政收入压力较大,同时在可预见的未来一段时期内难以快速恢复,因此有必要探索一种园区建设模式,在尽可能降低财政支出的同时,最大限度地提升园区规格档次,助力化工产业实现高质量发展。

In recent years,the development of the domestic chemical industry has made significant progress,but safety and environmental accidents often occur,which have a certain impact on the economy,society,and ecological environment.As the main battlefield for the development of the chemical industry,the management level and carrying capacity of chemical parks urgently need to be improved.Great development requires significant investment.Currently,local governments face significant financial revenue pressure,and it is difficult to quickly recover in the foreseeable future.Therefore,it is necessary to explore a park construction model that maximizes the upgrading of park standards while minimizing financial expenditures,and helps the chemical industry achieve high-quality development.
