摘要
随着我国体育产业发展,体育场馆的兴建数量也逐渐增多。国家出台相关政策,鼓励现有的体育场馆采用ROT模式进行运营,引入社会力量对体育场馆进行改造、运营。但随着运营时间的深入,有不少社会力量由于各式的原因给未来的持续运营造成了不确定的影响,同时相关还在建的配套设施难以继续推进,造成ROT项目的停滞。本文以深圳大运中心为例,由于财务原因,该中心诸多在建未建的配套设施无法继续推进,ROT运营模式难以持续运营下去,鉴于此种情况,区政府计划终止与该集团签订的相关协议,决定采用政府和社会资本合作(PPP)模式,将大运中心主场馆运营权和配套服务设施的投资建设运营权捆绑,利用配套服务设施的经营收入,反哺大运中心主场馆的运营。拟为相关类似项目提供参考。
With the development of China's sports industry,the number of sports venues being built has gradually increased.The government has introduced relevant policies to encourage existing sports venues to operate using the ROT model and introduce social forces to renovate and operate sports venues.However,as the operation time deepens,many social forces have caused uncertain impacts on the future continuous operation due to various reasons.At the same time,the related supporting facilities still under construction are difficult to continue advancing,resulting in the stagnation of the ROT project.This article takes the Shenzhen Universiade Center as an example.Due to financial reasons,many of the supporting facilities under construction cannot continue to be promoted,and the ROT operation model is difficult to sustain.In view of this situation,the district government plans to terminate the relevant agreement signed with the group and decides to adopt thePPP model to bundle the operation rights of the main venue of the Universiade Center with the investment,construction,and operation rights of the supporting service facilities,utilize the operating income from supporting service facilities to support the operation of the main venue of the Universiade Center.It is intended to provide reference for similar projects.
