摘要
局馆协同是当前档案事业发展过程中的重要课题。通过对东南沿海某省档案机构改革后局馆协同地方实践的实地调研发现,在制度性协同尚不健全的情况下,关系性协同在局馆之间发挥着重要作用,但是这一协同方式也存在着非常态性、非正式性和非系统性的局限。要系统推进常态性、正式性协同机制的发展,有必要从方式、内容两个维度完善局馆间的制度性协同,通过结构层面的跨界安排和程序层面的流程设计完善协同方式,借助协作事项的清单式管理、协作任务的层级式商办和协同层次的体系化建构深化协同内容,从而实现档案局馆协同机制优化。
Collaboration between local archival administrative institutions and archival repositories is an important topic in the current development of the archival undertakings.Based on on-site research into the collaborative practices of a certain province’s archival institutions in the southeastern coastal region following the reform,it was found that relational collaboration plays an important role between archives administrations and archival repositories in the absence of sound institutional collaboration.However,there are limitations in terms of irregularity,informality,and lack of systematic approaches in the current mechanism.To systematically promote the development of normalized and formalized collaborative mechanisms,it is necessary to improve the institutional collaboration from two dimensions:the method and the content.This can be achieved through cross-boundary arrangements at the structural level and process design at the procedural level to enhance collaborative methods.Additionally,employing checklist-style management for collaborative tasks,hierarchical organization of collaborative assignments,and systematic development of collaboration levels can deepen the content of collaboration.By implementing these measures,the optimization of the collaborative mechanism between local archival administrative institutions and archival repositories can be realized.
