关于加快构筑青藏高原科技创新高地的思考与研究——基于西宁科技体制机制改革视角

Thoughts and Research on Accelerating the Construction of a Highland of Scientific and Technological Innovation on Qinghai-Tibet Plateau:Based on the Perspective of Xining's Scientific and Technological System and Mechanism Reform

进入新时代以来,国内外环境变化对我国的科技创新能力、科技管理体制以及国家科技创新治理体系和治理能力提出了更高要求。当前西宁市科技体制改革迫切需要进一步理顺科技管理体制,以系统、高效地服务经济社会高质量发展。文章通过总结西宁科技创新工作的主要经验,分析了当前科技创新存在的短板与不足,并提出推动科技管理部门职能转变、加强科技创新前瞻布局、强化科技资源统筹利用等政策建议,助力全市科技创新工作再上新台阶。

Since entering the new era,changes in the domestic and international environment have put forward higher requirements for China's scientific and technological innovation capacity,scientific and technological management system,as well as the national scientific and technological innovation governance system and governance capacity.Further streamlining the technology management system and serving the high-quality development of the economy and society has become an urgent requirement for technology system reform of Xining.The article summarizes the main experience of Xining's scientific and technological innovation work,analyzes the shortcomings of current scientific and technological innovation,and proposes policy suggestions such as promoting the transformation of the functions of scientific and technological management departments,strengthening the forward-looking layout of scientific and technological innovation,and the coordinated utilization of scientific and technological resources,to help the scientific and technological innovation work of Xining to reach a new level.
