新疆乡村振兴与城乡融合发展耦合协调研究

Research on Rural Revitalization and Urban Rural Integrated Development in Xinjiang

实现城乡融合发展是破除城乡发展困境的关键,更是全面推进乡村振兴必走之路。文章通过构建乡村振兴指数和城乡融合发展指数,运用新疆总体数据及14个地州市的数据对乡村振兴与城乡融合发展的耦合协调进行实证分析。研究表明:2018—2020年新疆乡村振兴与城乡融合发展要优于2011—2017年,整体上城乡融合发展低于乡村振兴水平;从时序耦合分析可知,乡村振兴与城乡融合耦合协调水平呈上升趋势,耦合协调关系平稳向好;从空间耦合分析可知,乡村振兴与城乡融合发展在各地州市的耦合协调度存在一定的差异,且北疆地区要优于南疆地区。针对结论,提出畅通城乡要素双向流动,健全反哺乡村机制;推进县域城镇化的建设,提升以城带乡能力;科学统筹全疆资源,均衡南北疆协调发展的相关政策建议。

Achieving the integrated development between urban and rural areas is the key to deal with the difficulties of urban and rural development,and it is also the necessary path to comprehensively promote rural revitalization.The article empirically analyzes the coupling and coordination between rural revitalization and urban-rural integrated development by constructing a rural revitalization index and an urban-rural integrated development index,using overall data from Xinjiang and data from 14 prefectures and cities.The results are as follows.First,the rural revitalization and urban-rural integrated development in Xinjiang from 2018 to 2020 are better than those from 2011 to 2017,and overall,the level of urban-rural integrated development is lower than that of rural revitalization.Second,from the time series coupling analysis,it can be seen that the level of coordination between rural revitalization and urban-rural integration is on the rise,and the coupling coordination relationship is steadily improving.Third,from the spatial coupling analysis,it can be seen that there are certain differences in the coupling coordination degree between rural revitalization and urban-rural integrated development in various regions,and the northern Xinjiang region is better than the southern Xinjiang region.Based on these,it is proposed to facilitate the two-way flow between rural and urban areas and improve the mechanism for assisting rural areas;promote urbanization of the counties and enhance the development of rural areas with the help of cities;Scientifically coordinate the resources across Xinjiang and balance the development of northern and southern areas in Xinjiang.
