“双碳”目标下我国地方碳普惠实践经验及建议

Practical Experience and Suggestions of Local Carbon Inclusion in China under the"Double Carbon"Target

碳普惠是推动形成绿色低碳生活方式的重要手段,对促进个人生活和消费领域碳减排以及助力实现“双碳”战略目标具有重要意义。目前,我国碳普惠实践中还存在顶层设计缺失、配套制度建设不足、标准体系与激励机制不完善、地方普及率不高、平台无法互通等问题,影响公众参与度。本文分析了广东省、四川省成都市、浙江省等地的碳普惠实践经验,提出了强化碳普惠机制顶层设计、建立完善的碳普惠标准体系、建立高效的碳普惠技术支撑体系、建立全面的碳普惠激励机制、加大碳普惠宣传力度和探索多领域联动机制的碳普惠建设的建议。

Carbon inclusion is an important means to promote the formation of a green and low-carbon lifestyle,which is of great significance to promote carbon emission reduction in personal life and consumption and to help achieve the goal of"double carbon"strategic target.There are still many problems in the practice of carbon inclusion in China,which directly affect the public participation,such as lack of top-level design,insufficient construction of supporting systems,imperfect standard system and incentive mechanism,low local penetration rate,and platform are unable to interflow.By analyzing the practical experience of carbon inclusion in Guangdong province,Chengdu of Sichuan province and Zhejiang province,suggestions are put forward to strengthen the top-level design of carbon inclusion mechanism,establish perfect carbon inclusion standard system,establish efficient carbon inclusion technology support system,establish comprehensive carbon inclusion incentive mechanism,strengthen carbon inclusion publicity and explore multi-field linkage mechanism.
