Finance Company Transformation and Supply Chain Finance Innovation:The Perspective of Group Treasury System Construction

随着财务公司管理新规的出台和加强央企司库体系建设新的制度要求的提出,集团供应链金融的运作迫切需要转型创新。本文主要聚焦于以财务公司为基础的司库体系的运作如何推进集团供应链金融创新,首先对供应链金融相关文献分析、财务公司新规和司库体系建设新要求等进行详细说明,然后介绍了国家电网“电e金服”和中国兵器装备集团司库及其供应链金融的两个案例,最后从支撑产业链和供应链等方面探讨了集团供应链金融的创新策略。

Due to the introduction of the new regulations on the management of finance companies and the institutional requirements for strengthening the construction of the treasury system of central enterprises,the operation of the Group's supply chain finance will need to be transformed.This paper discusses how the treasury system on finance companies can promote group supply chain finance.This paper frstly explains the analysis of supply chain finance related literature,the new regulations of finance companies and the new requirements for the construction of treasury system,then introduces two cases:the State Grid's"e-financial service"and the treasury of China National Weapons Group and its supply chain finance.This paper finally discusses the group's innovative strategy of supply chain finance from four aspects,such as supporting the industrial chain and the supply chain.
