面向普惠发展的特殊教育数字化治理:内涵、体系框架及推进路径

摘要 党的二十大报告中提出要“强化特殊教育普惠发展”,这为坚持特教特办,推进新时代教育公平,实现教育现代化提供了重要指导。文章通过阐释数字化、教育治理、特殊教育、普惠发展的内涵,在厘清数字化与教育治理的互动关系的基础上,结合特殊教育普惠发展要求,明确了面向普惠发展的特殊教育数字化治理概念及内涵,并创新性地从整体性治理的理念与基本特性出发,提出了集支撑体系、技术体系、互动体系于一体的治理体系框架,从而就特殊教育数字化治理推进的关键切入点提出了三条可能的实践途径,旨在为新一轮教育改革提供实践依据。 The Report of the 20th National Congress of the Communist Party of China proposed to"strengthen the inclusive development of special education",which provides important guidance for adhering to special education,promoting educational equity in the new era,and realizing educational modernization.The article explains the connotation of digitalization,educational governance,special education,and inclusive development.And based on clarifying the interactive relationship between digitalization and educational governance,and combines the requirements of inclusive development in special education,the article interprets and proposes the concept and connotation of digital governance of special education for inclusive development.From the perspective of the concept and basic characteristics of holistic governance,the article innovatively proposes a governance system framework that integrates a support system,a technical system,and an interactive system.Then,three possible practical approaches were proposed to promote the key entry points of digital governance in special education.The study aims to expand relevant theories of educational governance and holistic governance,and at the same time provide practical basis for the new round of education reform.
