Analysis of the Current Situation and Countermeasures of the Operation and Management of a Rural Water Supply Project

农村供水工程运行管理现状及对策是做好农村供水工程运行管理评估和预测,持续发挥好农村供水工程运行质量与效益的重要举措,对农村供水工程具有重要的运行管理意义。为此,结合义龙新区农村供水工程现状及对策分析实践案例展开分析研究。结果表明,熟悉义龙新区农村供水工程运行管理基本概况,首先对农村供水工程现状总体状况评估和预测、分析判断义龙新区农村供水工程当前存在的主要问题;其次着重从蓄水工程、引水工程、提水工程、地下水工程及其它工程等5个方面,结合义龙新区现状供水能力汇总完成义龙新区农村供水工程供水能力现状分析;同时着重围绕农村供水与需水分析、义龙新区“十四五”农村供水保障规划建设内容、农村饮用水源保护和创新工程管护机制(主要包括水价机制建设、运行管护机制及用水户参与等方面)等4大方面,展开义龙新区农村供水工程运管对策研究。可为类似农村供水工程运行管理现状及对策研究提供借鉴参考。

The current situation and countermeasures of rural water supply project operation and management are important measures to assess and predict the operation and management of rural water supply projects,and to continuously improve the quality and efficiency of rural water supply project operation.It has important operation and management significance for rural water supply project.Therefore,based on the current situation and countermeasures of rural water supply projects in Yilong New Area,a practical case study is conducted for analysis and research.The results show that by familiarizing with the basic overview of the operation and management of rural water supply projects in Yilong New District,firstly,an overall assessment and prediction of the current situation of rural water supply projects is conducted,and the main problems existing in rural water supply projects in Yilong New District are analyzed and judged.Secondly,focus on five aspects including water storage engineering,water diversion engineering,water extraction engineering,groundwater engineering and other projects.Combined with the current water supply capacity of Yilong New Area,the current analysis of water supply capacity of rural water supply project in Yilong New Area is completed.At the same time,focusing on the analysis of rural water supply and water demand,the content of the rural water supply guarantee planning and construction in Yilong New District during the"14th Five-Year Plan"period,protection and innovative management and protection mechanism of rural drinking water source(mainly including water price mechanism construction,operation management and protection mechanism and water user participation,etc.),research on the management countermeasures of rural water supply project in Yilong New Area is carried out.It can provide reference for the similar research on the current situation and countermeasures of operation and management of rural water supply projects.
