南宁市医疗机构卫生资源配置现状分析与对策

Status quo and countermeasures of health resourceallocation in medical institutions of Nanning City

目的基于南宁市医疗机构卫生资源配置情况分析其卫生资源的配置状况,为其他省会城市优化医疗卫生资源配置提供参考经验。方法描述性分析南宁市医疗卫生机构9年间机构状况、床位状况、卫生人力资源状况。结果各县(区)医疗机构卫生资源配置呈现以个别城区为“首位集中”态势,并呈现“纵向失衡”现状。结论各县(区)医疗机构卫生资源的配置存在着一定的差异,差异引起了医疗卫生资源的浪费,医疗卫生资源配置失衡对患者就诊选择影响较大。为此,提出优化医疗机构卫生资源配置的对策,即采取差异手段配置资源,破解资源倒置结构;建立县医疗卫生共同体,促进资源合理配置;增加卫生人员教育培训,保证卫生人才供给。

Objective To analyze the allocation of health resources in medical institutions of Nanning City,and to provide reference for other provincial capitals to optimize their allocation of health resources.Methods A descriptive analysis was made of the status of medical institutions,beds and human resources in Nanning during the years of 2010 and 2018.Results The allocation of health resources of medical institutions in respective counties(districts)showed a trend of individual urban area taking up concentrated first place,while other areas being vertically imbalanced.Conclusions There are some differences in the allocation of health resources in medical institutions of respective counties(districts),which leads to the waste of medical and health resources,and the imbalance of medical and health resources has a great impact on patients’choice of treatment.Therefore,this paper puts forward the countermeasures to optimize the allocation of health resources in medical institutions,that is,to adopt differential means to allocate resources and crack the resource inversion structure,to establish county medical and health community to promote rational allocation of resources,and to strengthen education and training for health personnel to ensure the supply of health talents.
