东北远东地区基建工程标准国际化问题与对策研究

Research on Problems and Countermeasures of Internationalization of Infrastructure Projects Standards in the Northeast-Far East Region

基建工程标准国际化是指将“东北-远东”地区的基建工程标准实现互认和互通,本文针对中俄两国存在的地理环境、气候条件、体系框架、语言障碍和文化等差异以及标准化学科建设和人才管理制度尚不健全的问题,提出针对性的对策建议,以期加快中俄两国基建工程标准化融通的进程,推动我国基础设施建设的可持续发展,促进黑龙江省与俄罗斯远东地区贸易合作,加强中国在全球的竞争优势,从而加快打造我国向北开放新高地。

The internationalization of infrastructure projects standards refers to the mutual recognition and interoperability of infrastructure projects standards in the“Northeast-Far East”region in China and Russia.In view of the differences in geographic environment,climatic conditions,systematic frameworks,language barriers and cultures of the two countries,as well as the problems of incomplete standardization disciplines and talent management system,this paper puts forward targeted countermeasures and suggestions to speed up the process of standardization of infrastructure projects in China and Russia,increasingly promote the sustainable development of infrastructure construction in China,promote trade cooperation between Heilongjiang province in China and the Far East region in Russia,strengthen China’s competitive advantage in the world,and thus accelerate the creation of a new height for China’s opening up to the north.
