为了保证新农村建设环境设计的结果更加贴合广大村民的实际需求,应该探索出有效的公众参与机制,提升相关社会成员的参与程度。通过查阅文献资料,对公众参与的主体进行分类,主要包括农民、农村自治组织、环境设计机构、工程施工企业、专家、村庄规划委员会的非政府人员,分析相关主体的职能,进而从引导机制和保障机制两个层面提出公众参与新农村建设环境设计的主要策略,具体措施涵盖调动村民的参与意愿、发挥专家学者的专业优势、动员社会团体或个人、建立考核机制等。

In order to ensure that the environmental design results of the new rural construction meet the actual needs of the majority of villagers,effective public participation mechanisms should be explored to enhance the participation of key social members.The research process categorizes the subjects of public participation through literature review,mainly including farmers,rural autonomous organizations,environmental design institutions,engineering and construction enterprises,experts,and non-governmental personnel from village planning committees.It analyzes the functions of relevant subjects,and then proposes the main strategies for public participation in the environmental design of new rural construction from the perspectives of guidance and guarantee mechanisms.Specific measures include mobilizing the willingness of villagers to participate Utilize the professional advantages of experts and scholars,mobilize social groups or individuals,and establish assessment mechanisms.
