Early Warning and Governance of Internet Illegal Fund-raising Crime under Background of Big Data

在分析互联网非法集资犯罪的现状的基础上,利用“冒烟指数”模型,对重点领域、企业运营、资金流、关联企业以及人员投资活动等五个方面的风险进行动态监测和分析研判。同时提出,为提高互联网非法集资犯罪的监控质量:要优化数据处理路径,多维度收集情报信息;加强预警研判,构建立体化打击格局;打造多元化犯罪处置策略,明确犯罪治理重点;引导侦查模式转型,提高打击犯罪精准度;重视电子证据的取证,完善证据链条。

Based on the analysis of the current situation of the crime of illegal fund-raising on the Internet,the author uses“smoke index”model to dynamically monitor and analyze the risks in five aspects:key areas,enterprise operation,capital flow,affiliated enterprises and personnel investment activities.Meanwhile,in order to improve the monitoring quality of illegal fund-raising crimes on the Internet,the author suggests to optimize the data processing path and collect intelligence information in multiple dimensions;strengthen early warning research and judgment,and build a three-dimensional strike pattern;create a diversified crime disposal strategy and clarify the focus of crime governance;guide the transformation of investigation mode and improve the accuracy of combating crime;pay attention to the evidence collection of electronic evidence and improve the evidence chain.
