摘要
以史密斯政策执行模型为基础,对广西A大学“‘两重两问’方案”督查政策的作用机制过程展开案例研究,构建了一个高校督查政策执行的解释框架。研究发现:在大学治理现代化的背景下,政策执行会存在“层层失守”和“漏斗效应”,政策本身、执行主体、执行客体和环境因素相互影响着政策执行的效果,督查行为的介入是消解政策执行“层层失守”和“漏斗效应”的有效途径。
Based on the Smith policy implementation model,this study conducted a case study on the mechanism of the “Two major-Two accountability” approach to the supervision policy of Guangxi A University,and constructed an explanatory framework for the implementation of university inspection policy.The study found that in the context of the modernization of university governance,there would be “layer upon layer loss” and “funneling effect” in policy implementation.The policy itself,the executive subject,the executive object and the executive environment affect the effect of policy implementation.The intervention of supervision behavior is an effective way to eliminate the “layer upon layer loss” and “funneling effect” of policy implementation.
