New Historical Orientation of Opening Up along the Border and Promoting Ideas

经过40多年的发展,我国沿边开放内涵和功能不断丰富,站在了新的历史起点上。新的开放布局——西南、西北、向北、东北四大沿边开放带放射状对外合作联动布局,新的空间尺度——以沿边省区为主要单元的“大沿边”开放格局,新的政策体系——以“1+4+3+X”为主要内容的政策体系和新的战略定位——与国家发展战略相交汇的“5+2+4+X”的战略布局,构成了沿边开放新的历史方位。需要重点关注沿边开放发展中的区域协调配合、开放平台功能发挥、产业带动发展、沿边开放政策的适配性等问题,坚持以培育内生动力为重要目标,以打造特色现代化产业体系为重点任务,以深化改革与扩大开放良性互促为重要动力,统筹沿边开放与沿海沿江内陆开放,优化沿边开放平台体系,强化沿边开放通道建设与产业落地,提升沿边开放政策体系适配性,推进沿边开放高质量发展。

After more than 40 years of development,China's opening up along the border has been enriched in connotation and function,standing at a new historical starting point.The new layout of opening up—the radial linkage layout of the four border opening zones in the southwest,northwest,northward and northeast,the new spatial scale—the"great border opening up"pattern with border provinces and regions as the main units,the new policy system—the policy system with"1+4+3+X"as the main content and the new strategic positioning—the strategic layout of"5+2+4+X",which intersects with the national development strategy,constitutes a new historical orientation of opening up along the border.We need to focus on issues such as regional coordination and cooperation,the function of open platforms,industry-driven development,and the adaptability of opening up policies along the border.We need to take fostering internal driving forces as an important goal,building a modern industrial system with distinctive features as a key task,deepening reform and expanding opening up as an important driving force,and coordinate opening up along the border with opening up in the coastal areas and inland areas.We will optimize the border opening platform system,strengthen the construction of border opening channels and the landing of industries,improve the adaptability of the border opening policy system,and promote the high-quality development of border opening.
