我国育儿嫂行业的低水平均衡及其破解 被引量:1

摘要 育儿嫂行业的健康发展具有战略意义,但目前我国育儿嫂行业乱象丛生,比如:育儿嫂整体综合素质和服务质量较差、市场信息不充分提高了搜寻成本,流动频繁导致更换成本较高。育儿嫂行业乱象不仅抑制了巨大的潜在需求,而且无法吸引人力资源的跨行业转移过来。较少的育儿嫂现实需求与现实供给,决定了其低水平均衡。育儿嫂缺乏增量提质动力,育儿嫂公司缺乏约束力,婴幼儿父母缺乏控制力,育儿嫂行业的低水平均衡具有较强的稳定性。政府要“宏观重塑”,即加强行业规则重塑,确立促进婴幼儿健康成长的发展宗旨,重构员工制的经营模式,制定从业资格和技能等级的国家标准,倡导加强技能培训,建立信息查询平台,划定明确的行业发展赛道和终极目标。育儿嫂公司要“微观激励”,规范信息档案、培训开发、绩效考核、薪酬核算、合同履行等经营管理,激励育儿嫂提高技能和服务质量以获得更多回报,并将育儿嫂行业切换到高水平均衡的发展轨道。 The industry development of the childcare sister-in-law has strategic significance,but the childcare sister-inlaw industry is in chaos currently.Insufficient information on caregivers increases search costs,overall quality and service quality are poor,and frequent turnover of caregivers leads to higher replacement costs.The chaos in the sister-in-law industry has suppressed the huge potential demand and cannot attract the transfer of human resources from other industries.The low level of actual demand and supply for sister-in-law determines a low level of balance.Childcare sister-in-law industry lacks the power to increase quality,the company lacks the binding force,and the parents lack the control,The low-level equilibrium of the childcare sister-in-law industry has strong stability.Because the government should reshape the macro aspect,strengthen the reshaping of the rules,establish the development purpose of promoting the healthy growth of baby,restructure the business model of the employee system,formulate the national standards for employment qualifications and grading system,advocate to strengthen skills training,and establish an information inquiry platform,to define clear industry developing track and final goal for the child care sister-in-law.The childcare sister-in-law company should Incentives from the micro aspect,standardize the operation and management,such as information files,training and development,performance appraisal,salary accounting,contract performance,to encourage the childcare sister-in-law to obtain more returns by improving skills and service quality and switch the childcare sister-in-law industry to the track of high-level balanced development.
