全过程人民民主推进基层社会治理具有全过程、包容性、持续性、人民性、有效性、制度化等特征。全过程人民民主从价值引领机制、联动协商机制、吸纳整合机制、环节贯通机制等层面上形成推进基层社会治理整体化发展的内在机制,形成基层社会治理的“动力”“合力”“活力”“气力”“压力”“效力”,实现基层社会治理在质量、效率、动力等层面上的变革与突破。

Promoting grass-roots social governance from the perspective of the whole-process people's democracy possesses the characteristics of the whole process,inclusiveness,sustainability,affinity to the people,effectiveness,institutionalization,etc.At the levels of value-leading mechanism,linkage consultation mechanism,absorption and integration mechanism,and links run-through mechanism,the whole-process of people's democracy forms an internal mechanism for promoting the integrated development of grass-roots social governance and its“driving force”,“joint force”,“vitality”,“strength”,“pressure”and“effectiveness”to achieve its changes and breakthroughs at the levels of quality,efficiency and power.
