全球开放获取转换实践及其对我国高校图书馆的启示

Global Open Access Transformation Practices and Implications for Chinese University Libraries

[目的/意义]高校在全球开放获取转换进程中扮演着重要角色,开展我国内地高校图书馆开放获取转换实践及其影响研究,对于完善学术公共资金支出政策、提高公共利益参与博弈和制衡能力、参与国际开放获取出版规则的制定、构建良好学术信息生态等具有重要的参考价值和战略意义。[方法/过程]从开放获取转换背景和ESAC登记转换协议入手,分析ESAC登记转换协议总体情况、重要转换机构和重要出版社分布、主要转换类型等,通过网络调查、在线问卷、电话访谈等方式开展我国内地高校图书馆开展开放获取转换实践及其影响调查。[结果/结论]受经济发展水平、购买力等因素影响,数据库订阅价格在不同国家和地区存在一定差异,然而目前全球差异化的开放获取出版费用体系尚未形成。如何调整折扣和豁免计划,以使作者能够更公平地获得开放获取出版权益,是现有开放获取出版模式可持续发展的关键所在。因此,深入开展开放获取相关知识的宣传与普及,争取科研管理部门和科研人员对开放获取出版及转换的支持,持续关注国内外转换进展,向已实施开放获取转换的机构开展调查,结合我国国情开展转换路径、应对策略等理论和实证研究,是我国高校图书馆推动开放获取进程的有效途径。

[Purpose/Significance]Universities play an important role in the global open access transformation process.Conducting researchers on the open access transformation practices of university libraries in China is of great strategic significance in terms of improving policies on the allocation of academic public funds,enhancing participation in public interest negotiations and balancing capabilities,engaging in the formulation of international open publishing rules,and constructing a sound academic information ecosystem.[Methods/Process]Beginning with the background of open access transformations and transformative agreements registered in ESAC,this research analyzed the overall situation,distribution of important publishers and institutions,and typical types of transformative agreements registered in ESAC.Additionally,it investigated the practical implementation of transformative agreements and its influences on Chinese mainland university libraries through online surveys,questionnaires,and telephone interviews.[Results/Conclusions]Due to factors such as economic development level and purchasing power,there are certain differences in database subscription prices in different countries and regions.However,a globally differentiated open access publishing fee system has not yet been established.Adjusting discounts and exemption plans to enable authors to obtain open access publishing rights more fairly is crucial for the sustainable development of existing open access publishing models.Therefore,conducting extensive promotion and popularization of open access-related knowledge,seeking supports from research management departments and researchers,closely monitoring progress in domestic and international transformations,conducting surveys among institutions that have implemented open access transformations,and combining theoretical and empirical research on transformation paths and response strategies in accordance with China’s national conditions are effective approaches for Chinese university libraries to promote the open access process.
