摘要
我国义务教育已从基本均衡发展走向以优质均衡发展为主旋律的阶段。在国家政策的引领下,各地初步形成了以优化教育资源配置为重心、以强化教育资源共享为重心、以重构区域教育管理为重心、以激发学校内在活力为重心等四种义务教育优质均衡发展的整体推进模式。通过对不同模式的分析和比较,可以得出义务教育优质均衡发展的区域整体推进模式选择与创新的有关启示:一是区域整体推进模式的选择要处理好赓续与发展的关系;二是义务教育优质均衡发展实践模式的选择往往需要接纳混合性;三是要把握时机推动实践模式的“结构式创新”。
China's compulsory education has transitioned from a stage of basic balance to a stage of high-quality balance as the main theme.Under the guidance of national policies,four high-quality and balanced devel-opment models for compulsory education have been preliminarily formed in various regions,each with a special fo-cus on optimizing the allocation of educational resources,strengthening the sharing of educational resources,re-structuring regional education management,and stimulating the internal vitality of schools respectively.Through the analysis and comparison of different models,several conclusions could be drawn regarding the selection and innova-tion of regional practice models for the high-quality and balanced development of compulsory education.Firstly,the selection of regional practice models should handle the relationship between continuity and development well.Sec-ondly,the selection of practical models for balanced development of compulsory education often requires the accept-ance of mixed nature.Thirdly,we should seize the opportunity to promote the"structural innovation"of practical models.
