摘要
鉴于目前专利数据识别与分析我国数字创新发展的研究缺乏,根据国家统计局发布的《数字经济及其核心产业统计分类》与国家知识产权局发布的《国际专利分类与国民经济行业分类参照关系表》,在专利大组层面识别数字创新专利,并从数量特征、技术特征与质量特征等3个方面分析我国数字创新的现状。研究结果表明,当前我国数字创新存在创新主体类型单一、技术范围集中、区域间发展欠平衡等问题。因此,应推动多元主体参与数字创新、提升相关专利有效率,提升数字创新技术路径多元化、推动区域间数字创新平衡发展,鼓励探索性数字创新并提升其容错机制,为推动我国数字经济实现高质量发展提供参考。
In view of the lack of research on the identification and analysis of China's digital innovation development based on patent data,this study identifies digital innovation patents at the level of patent groups based on the Statistical Classification of the Digital Economy and Its Core Industries issued by the National Bureau of Statistics and the International Patent Classification and National Economic Industry Classification Reference Relationship Table issued by the State Intellectual Property Ofice.It analyzes the status of China's digital innovation from three aspects:quantitative characteristics,technical characteristics,and quality characteristics.The research results show that there are currently problems in China's digital innovation,such as a single type of innovation subject,a concentrated range of technologies,and uneven development between regions.Therefore,it is necessary to promote the participation of multiple subjects in digital innovation,improve the efficiency of relevant patents,diversify the technological path of digital innovation,promote the balanced development of digital innovation among regions,encourage exploratory digital innovation and enhance its fault tolerance mechanism,and provide references for promoting the high-quality development of China's digital economy.
