河北省农业绿色发展水平评价与区域差异分析

摘要 客观评价农业绿色发展水平,测度河北地区农业绿色发展区域异质性,对推进河北省绿色、生态、高质量农业发展具有重要意义。选取河北省11市面源数据为研究对象,构建农业绿色发展评价指标体系,采用熵权法分析河北省农业绿色发展水平,耦合协调度模型和变异系数法分析河北省农业绿色发展的空间异质性。结果表明:(1)河北省农业绿色发展水平综合评价值整体呈上升趋势,其中资源节约、环境友好水平评价值稳步提升,生态保护水平评价值基本处于停滞。(2)除保定外,其他地区的农业绿色发展水平评价值整体呈增长趋势,各地区增长差异较大。(3)冀北、冀中和冀南区的农业绿色发展水平较高,评价值空间异质明显。2011年冀北和冀中区处于领先地位,2014年开始逐步向南转移,2020年冀南区的资源节约、环境友好、生态保评价值稳步提升,农业绿色发展水平综合评价值处于领先地位。(4)河北省农业绿色发展耦合协调度整体呈上升趋势,2020年D∈[0.4,0.5],处于濒临失调状态。耦合协调度变异系波动式下降。提出因地施策、促进各地区农业绿色耦合协调发展的对策建议。 Objectively evaluating the agricultural green development level and measuring the regional heterogeneity of agricultural green development in Hebei Province is of great significance for promoting green,ecological,and high-quality agriculture development in Hebei Province.The surface source data from 11 cities in Hebei Province were selected as the research object,and the evaluation index system for agricultural green development were constructed.The entropy weight method was used to analyze the level of agricultural green development in Hebei Province,and the methods of coupling coordination degree model and variation coefficient were used to analyze the spatial heterogeneity of agricultural green development in Hebei Province.The results indicated that:(1)The overall evaluation value of agricultural green development level in Hebei Province was showing an upward trend,with the evaluation values of resource conservation and environmental friendliness steadily increasing,while the evaluation values of ecological protection level were basically stagnant.(2)Except for Baoding,the overall evaluation value of agricultural green development level in other regions showed an increasing trend,with significant differences in growth among different regions.(3)The spatial heterogeneity of high evaluation values for agricultural green development in the northern,central,and southern regions of Hebei was evident.In 2011,the northern and central regions of Hebei were in a leading position,then it gradually shifted southward in 2014.In 2020,the resource conservation,environmental friendliness,and ecological protection evaluation values of the southern region of Hebei steadily increased,and the comprehensive evaluation value of agricultural green development level was in a leading position.(4)The overall coordination degree of agricultural green development coupling in Hebei Province was on the rise,with D∈[0.4,0.5]in 2020,which was on the brink of imbalance.The coefficient of variation for coupled co scheduling fluctuated downward.The countermeasures and suggestions for implementing policies based on local conditions and promoting the coordinated development of agricultural green coupling in various regions were proposed.
