多源流视域下我国普惠性学前教育政策的演变逻辑与价值取向

摘要 我国学前教育政策经历了曲折发展的初期、规范管理的建设期、深化改革的初期、深化改革的发展期、高质量发展新阶段5个历史时期。基于多源流理论对我国普惠性学前教育政策演变的基本逻辑进行剖析发现,执政党所关注的待解决问题的变化、不同“政策企业家”的合力助推、公众舆论引导下的国民情绪控制逻辑分别构成了我国普惠性学前教育政策的问题源流、政策源流和政治源流。不同源流的聚合打开了我国普惠性学前教育的“政策之窗”,让该政策得以施行。为此,学前教育本性与执政党理念的和谐统一成为我国普惠性学前教育政策应有的价值取向。 China′s preschool education policy has gone through five historical periods: the initial stage of tortuous development, the construction period of standardized management, the initial stage of deepening reform, the development period of deepening reform, and the new stage of high-quality development. Based on the theory of multiple-stream, this paper analyses the basic logic of the evolution of China′s inclusive preschool education policy. It is found that the changes in unresolved issues that the ruling party is concerned about, the joint efforts of different "policy entrepreneurs" to promote, and the logic of public sentiment control guided by public opinion respectively constitute the problem source stream, policy source stream, and political source stream of China′s inclusive preschool education policy. The aggregation of different streams has opened a "policy window" for inclusive preschool education in China, enabling its implementation. Therefore, the harmonious unity of the nature of preschool education and the concept of the ruling party has become the necessary value orientation of China′s inclusive preschool education policy.
