产业集群视角下贵州酿酒高粱产业发展对策研究

Research on the Development Strategies of Guizhou Brewing Sorghum Industry from the Perspective of Industrial Clusters

本文以农业产业集群理论为研究视角,通过开展实地调研和系统梳理相关文献,从生产要素、需求条件、企业和竞争战略、辅助行业、外部机会及产业政策六个方面对贵州酿酒高粱产业的发展现状进行分析,发现其取得了显著成效并具有明显的产业集群特征。但同时也在酿酒高粱主要栽培品种、酿酒高粱产业耕地总量和质量、经营模式创新和经营主体培育、市场规范发展,以及酿酒高粱产业价值链延伸五个方面存在短板。以规划为引领推动贵州省酿酒高粱产业布局优化,不断提升酿酒高粱良种保障能力并培育推广酿酒高粱新品种,持续夯实酿酒高粱种植基础设施,创新经营模式并培育酿酒高粱经营主体,强化酿酒高粱市场监管和流通体系建设,提升酿酒高粱产业价值创造能力和水平,是贵州酿酒高粱产业集群高质量发展的必由之路。

This article takes the theory of agricultural industrial clusters as the research perspective,conducts field research and systematically reviews relevant literature,analyzes the development status of Guizhou′s brewing sorghum industry from six aspects:production factors,demand conditions,enterprise and competitive strategies,auxiliary industries,external opportunities,and industrial policies.It finds out that this industry has achieved significant results and has obvious characteristics of industrial clusters.However,at the same time there are also shortcomings in five aspects:the main cultivated varieties of brewing sorghum,the total amount and quality of cultivated land in the brewing sorghum industry,innovation in business models and cultivation of business entities,standardized market development,and the extension of the value chain of brewing sorghum industry.By planning and regulating,we need promote the optimization of the layout of the brewing sorghum industry in Guizhou province,continuously enhance the guarantee capacity of high-quality brewing sorghum varieties,cultivate and promote new varieties of brewing sorghum,continuously consolidate the infrastructure of brewing sorghum cultivation,innovate business management models,and cultivate the main business management entities of brewing sorghum,strengthen the brewing sorghum market supervision and the construction of its circulation system,and enhance the value creation ability and level of the brewing sorghum industry.All of these measures are necessary for the high-quality development of Guizhou′s brewing sorghum industry clusters.
