The Impact of Transfer Payments on the Supply Structure of Local Social Public Services

本文通过系统GMM法分析实证研究转移支付对社会公共服务供给结构的影响。结果显示,转移支付对教育支出和医疗卫生支出的影响效果显著,但对社会保障支出和环境保护支出的影响效果不明显。说明转移支付有利于促进社会公共服务的提供,但也存在很大的改进空间,需要加大对社会保障和环境保护的专项转移支付。需要建立转移支付资金使用绩效评价,提高资金使用效率。探索建立横向转移支付制度,缩小经济发展不平衡造成的地区间财力差距,有利于提升经济欠发达地区社会公共服务供给能力。

This article analyzes and empirically studies the impact of transfer payments on the supply structure of social public services through the system GMM method.The results show that transfer payments have a significant impact on education and healthcare expenditures,but their impact on social security and environmental protection expenditures is not significant.The transfer payment is beneficial for promoting the provision of social public services,but there is still great room for improvement.It is necessary to increase special transfer payments for social security and environmental protection.It is necessary to establish a performance evaluation of the use of transfer payment funds to improve the efficiency of fund utilization.Exploring the establishment of a horizontal transfer payment system to narrow the financial gap between regions caused by uneven economic development is beneficial for enhancing the supply capacity of social public services in underdeveloped areas.
