美丽中国建设的复合治理体系探析

Analysis of the Compound Governance System of the Beautiful China Initiative

建设美丽中国是全面建设社会主义现代化国家的重要目标。美丽中国建设需要以生态环境治理体系和治理能力现代化作保障,需要各级党委政府层层推进落实美丽中国各项目标。基于我国国情,围绕美丽中国建设已经形成一个“多层级-多领域-多主体”的复合治理体系。本文主要从“‘中央统筹、省负总责、市县落实、基层创新’的多层级互动治理”“‘降碳、减污、扩绿、增长’的多领域协同治理”和“‘党委领导、政府主导、企业主体、社会组织和公众共同参与’的多主体和合治理”三个方面描述美丽中国建设的复合治理特征,同时对标中央关于美丽中国建设的要求,提出进一步完善这一复合治理体系的建议。

Promoting the Beautiful China initiative is an important goal in the comprehensive construction of China’s modernized socialist country.The construction of the Beautiful China needs to be guaranteed by the modernization of the ecological and environmental governance system and governance capacity,and requires that all levels of the party committees and governments promote the implementation of the goals of the Beautiful China.Based on China's national conditions,the construction of the Beautiful China has formed a"multi-level,multi-field and multi-subject"composite governance system.This paper focuses on the multi-level interactive governance of"central coordination,provincial responsibility,city and county implementation,and grassroots innovation",multi-field synergistic governance of"lower carbon emission,pollution reduction,greening expansion,and growth promotion",and multi-subject synergistic governance of"leadership by the Party committee,guidance by the government,driving by the enterprises,and participation by the public".These three aspects describe the composite governance characteristics of the Beautiful China initiative.At the same time,it also benchmarks the requirements of the central government on the construction of the Beautiful China,and puts forward suggestions for further improving this composite governance system.
