摘要
通过对全国人才援桂的缘起、要素、演进以及对各民族交往交流交融的促进作用进行考察,认为全国人才援桂源于新中国的民族区域自治政策,是当代中国促进各民族交往交流交融的一个局部和中国特色解决民族问题正确道路的题中之义;广西壮族自治区成立后,在中央和国家有关部门、对口支援省份、广西壮族自治区等三方共同努力下,八类援桂人才从全国各地持续输入,为新广西建设作出突出贡献,多方位促进广西与全国各民族交往交流交融,显著增进了各民族的共同性;成功组织实施全国人才援桂的基本经验,也是中华民族共同体建设区域性实践的基本经验,应当在新的历史条件下不断继承与发扬。
By investigating the origin,elements and evolutions of talents assistance to Guangxi and the impetus of the interactions,communications and integration of ethnic communities,we believe that the strategy of tenants assistance to Guangxi originates from the ethnic regional autonomy policy implemented since the establishment of Peoples Republic of China and it is a part of contents of contemporary China to promote the interactions,communications and integration of ethnic communities as well the substance of solving ethnic issues on the right path with Chinese characteristics.After the establishment of Guangxi Zhuang Autonomous Region,under the joint efforts of itself,the central and relevant state departments and pairing programs province,eight kinds of talents around the country pour into Guangxi to assist it which makes great contribution to the construction of new Guangxi.Such efforts have promoted the multidimensional interactions,communications and integration between Guangxi and all other ethnic communities throughout the country and significantly enhance the similarities of ethnic communities.The fundamental experience of successfully organizing and implementing the talents to assist Guangxi is also one of the regional practices committed to the construction of a sense of community for the Chinese nation which we need to inherit and carry forward under such new historical condition.
