Policy,Experiences and Enlightenment of the EU to Promote Gender Equality in Research and Innovation

欧盟是促进科研领域性别平等的重要倡导者,在过去几十年里,欧盟一直将促进科研领域性别平等列为优先发展事项和重要战略问题,基于系列研究达成了若干政策共识,使科研领域的性别不平等现象得到较大改善。本文结合欧盟近年来发布的促进科研领域性别平等的政策、报告、数据等,系统分析欧盟科研领域面临的性别平等问题、采取的政策工具和实施效果,总结其经验教训,为中国相关部门和机构制定促进科研领域性别平等政策提供参考。

The European Union(EU)is an important advocator in promoting gender equality in research and innovation.In the past few decades,the EU has always listed promoting gender equality in research and innovation as a priority and an important strategic issue.Based on a series of studies,it has reached a number of policy consensus,which has greatly improved gender inequality in research and innovation.Based on the policies,reports and data of the EU to promote gender equality in research and innovation,this paper systematically analyzes the main challenges to gender equality,and the policy adopted to deal with the challenges,summarizes its experience and provides some suggestions for China.
