基于贡献的科研过程评价体系与Token积分奖励机制研究

摘要 【目的/意义】科研评价体系创新有利于提高科研人员主观能动性。但当前的改革创新仍然着眼于评价科研成果,忽略了科研过程在科学发展中的重要作用。【方法/过程】本研究结合文献调研和基础实验科学研究流程,提出了以横向贡献和纵向贡献为一级指标的科研过程贡献评价体系。创新性地将科研过程贡献评价与Token积分奖励结合,建立了可信的科研过程贡献评价方法。【结果/结论】基于实地调研、访谈结果以及问卷,采用3σ-均值法构建了横向贡献的科研过程贡献权重和贡献类型指标。针对纵向贡献特点创新了交流协作指数、成果引用指数和科研共享指数,为深入探讨成果间的引用关系提出优化解决方案。【创新/局限】本文还讨论了数据收集和指标合理性方面存在的局限性,针对科研评价方式创新和人才队伍建设提供了政策建议。 [Purpose/significance]The innovation of scientific research evaluation system is conducive to improving the subjective motivation of researchers.However,the current evaluation reform still focuses on the results of scientific research instead of the important roles of scientific research process.[Method/process]In this work,a contribution evaluation mechanism of the scientific research process with horizontal contribution and vertical contribution as the first level indicators is proposed.The novel evaluation method is established based on literature research combined with basic experimental scientific research processes.In this evaluation system,Token point reward innovatively integrates research process contribution evaluation to establish a credible research process contribution evaluation method.[Result/conclusion]Based on the field research,interview results and questionnaires,the contribution weights and contribution type indicators of the research process for horizontal contribution is established using the 3o-mean method.Besides,the exchange-collaboration index,achievement citation index and research sharing index for the vertical contribution is constructed.In order to deeply explore the citation relationship among achievements,an optimization solution of research process contribution evaluation is proposed.[Innovation/limitation]Moreover,the limitations of this study in terms of data collection and indicator rationality are discussed.This paper also provides policy suggestions for the innovation and talent team building of scientific research evaluation.
