摘要
城市发展依靠人才,城市人才竞争机制制约城市发展。“推拉理论”视角下,分析沧州市人才强市战略实施,具有人才政策优势、科教资源优势、区位和交通优势三方面的较强拉力;存在薪资待遇水平不高、产业结构需要进一步优化、人才政策优势不明显等无形推力。“十四五”时期沧州市实施人才强市战略需提高人才薪资待遇、进一步优化产业结构、增强人才政策吸引力,加大人才强市拉力。
Urban development relies on talents,and urban talent competition mechanism restrains urban development.From the perspective of“driving-impeding theory,”the implementation of talent boosting urban development strategy in Cangzhou City is blessed withthree strong driving forces,namely,talent policy advantages,science and education resource advantages,location and transportation advantages.However,there are three intangible impeding forces,such as low salary,industrial structure that needs to be further optimized,and unclear talent policy advantages.During the 14th Five Year Plan period,to implement talent boosting urban development strategy in Cangzhou,it requires increasing driving forces by increasing talent salaries and benefits,further optimizing industrial structure,and enhancing the attractiveness of talent policy.
