行为经济学视角下城市更新策略——以嘉善县魏塘老工业区城市设计为例

The Strategy of Urban Transformation under the Visual Angle of Behavoral Economics-Taking the Urban Design of Weitang Old Industrial Area of Jiashan County as an Example

文章以行为经济学为理论视角,剖析产权经济学在城市更新应用中的困境,指出禀赋效应不断积累导致城市更新的推进愈发困难,造成地方政府与待更新土地权利人“双输”的局面。针对当前城市更新中这类典型问题,以嘉善县魏塘老工业区城市设计为例,总结复杂产权关系下大面积城市片区更新的实践经验,并提出促成多方参与的集体行动、设定补偿锚点降低预期、进行温和的助推等策略,以期为新时期我国城市更新实践提供参考。

Taking behavioral economics as the theoretical perspective,this paper analyzes the predicament of application of property right economics in urban transformation,puts forward that more difficulties in promotion of urban renewal is incurred by the incessant accumulation of endowment effect,causing the situation of“double losing”by local government and the owner of land to be renewed.Aimed at that kind of typical problems in the current urban transformation,this paper takes the urban design of Weitang Old Industrial Area of Jiashan County as an example,expounds the practical experience in renewal of large area urban district under complex property right relations,and puts forward the strategies of enabling multi-stakeholder collective action,setting compensation anchor point to reduce expectations and providing gentle assistance,etc.,so as to provide reference for the practice of urban renewal in China in the new period.
