新形势下科学推进我国调水工程规划建设的若干思考

摘要 我国基本水情是夏汛冬枯、北缺南丰,水资源时空分布不均衡。开展跨流域、跨区域调水是实现水资源空间均衡的必要手段和有效途径。梳理了我国调水工程建设基本情况,对已建调水工程成效及存在问题进行了剖析,结合新时代新征程建设现代化高质量水利基础设施网络的新要求,分析了调水工程建设面临的形势与挑战。并从持续开展已建调水工程提质增效、加快推进骨干输配水通道建设、加强调水工程科学管理等方面,提出新形势下推进我国调水工程规划建设的相关提议。 The basic water situation in China,characterized by summer floods and winter droughts,with water scarcity in the north and abundance in the south,leads to an uneven distribution of water resources in time and space.Conducting inter-basin and inter-regional water transfer is a necessary and effective means to achieve spatial balance of water resources.This paper reviews the basic situation of water transfer project construction in China,analyzes the achievements and existing problems of completed water transfer projects.Considering the new requirements of building a modern and high-quality water conservancy infrastructure network in the new era and the new journey,it assesses the situation and challenges facing water transfer project construction.The paper proposes relevant suggestions for advancing the planning and construction of water transfer projects in China under the new situation,focusing on continuous improvement of completed water transfer projects,expedited construction of backbone water transmission and distribution channels,and enhanced scientific management of water transfer projects.
