摘要
大力发展公铁联运是推动货运行业低碳绿色发展、加快构建以国内大循环为主体的新发展格局的重要举措。公铁联运是上海市综合货运体系中的短板,研究上海市公铁联运发展策略具有实际意义。从运量、基础设施、产业园区和物流园区等方面分析了上海市公铁联运的发展现状和问题。结合规划文件要求和城市自身发展条件,提出公铁联运发展的六大策略:构建高效、智能、开放竞争的公铁联运服务平台;加快基础设施转型升级和新建工作;推进公铁联运场站布局与产业园区和物流园区深度融合,形成公铁联运中心、产业园区、物流园区“三园同心”的空间布局;改善公铁联运产品的服务水平;提升公铁联运的价格竞争力;创新城市生产生活物资公铁联运模式,开拓铁路电商货物运输业务。
The vigorous development of road-rail intermodal transport is an important measure to promote the low-carbon and green development of the freight industry and accelerate the construction of a new development pattern with domestic systemic circulation as the main body.Road-rail intermodal transport is the short board of Shanghai’s comprehensive freight system,and it is of practical significance to study the development strategy of road-rail intermodal transport in Shanghai.This paper analyzed the current development situation and problems of road-rail intermodal transport in Shanghai in terms of volume,infrastructure,industrial parks,and logistics parks.According to the requirements of planning documents and the city’s own development conditions,six strategies for the development of road-rail intermodal transport were proposed,including building an efficient,intelligent,open,and competitive service platform for road-rail intermodal transport,accelerating the transformation,upgrading,and construction of infrastructure,promoting the deep integration of the layout of road-rail intermodal transport terminals with industrial parks and logistics parks,forming a spatial layout of“three parks with one center”for road-rail intermodal transport centers,industrial parks,and logistics parks,improving the service level of road-rail intermodal transport products,enhancing the price competitiveness of road-rail intermodal transport,innovating the road-rail intermodal transport mode of urban production and living materials,and developing railway e-commerce goods transport business.
