乡村振兴背景下农村厕所革命问题分析及路径研究——以宁夏为例

Analysis of the Problems and Path Exploration of Rural Toilet Revolution under the Background of Rural Revitalization-----A Case Study on Ningxia

农村厕所革命是实现乡村振兴战略的主要任务之一,是一项系统性、全局性、持续性民生工程。以宁夏整省区农村厕所革命工作为本底,梳理了宁夏农村厕所革命的普及情况、政策文件、分类模式、运维管理等基础现状,系统分析了当前农村厕所革命存在的普及水平不一、问题厕所整改困难、运维管理机制不全、使用水平不高等5个方面的问题,并就今后改厕工作从重点任务落实、全过程质量管理、技术模式创新、调整奖补资金、健全管护方式5个方面提出了针对性建议,以期为各地各部门持续推进农村厕所革命工作提供参考。

The rural toilet revolution is one of the main tasks to achieve the rural revitalization strategy,and it is a systematic,comprehensive,and continuous livelihood project.This paper takes the rural toilet revolution in Ningxia as the background and reviews the current situation of popularization,policy documents,classification models,and operation and maintenance management of the rural toilet revolution in Ningxia.It systematically analyzes the problems of uneven popularization level,difficulties in renovating problem toilets,incomplete operation and maintenance mechanisms,and low utilization level of rural toilets.It then provides targeted suggestions for future toilet renovation work,including implementing key tasks,quality management throughout the process,technological model innovation,adjusting incentive funds,and improving management and maintenance methods.These suggestions aim to provide reference for continuous promotion of the rural toilet revolution by various departments in different regions.
