我国终身学习政策何以落地?——从制定到实施的路径研究 被引量:2

摘要 2022年6月,联合国教科文组织终身学习研究所发布《让终身学习成为现实》报告,梳理全球各国治理经验,指明终身学习政策制定方略与实施思路。研究基于全球视野,致力于分析国际行动方案并提出:在终身学习政策制定方面,需要综合考量现实背景、国家愿景、咨询协商、治理安排与监测评估等要素。在政策实施方面,延伸供给方式,释放学习路径的转型活力;建立结果性保障,规范终身学习的认证方式;用好过程性工具,发挥信息技术的支持作用。基于此,我国构建以人民为中心的终身学习政策体系要回应人民关切,完善终身学习顶层设计;强化机构联系,保障灵活的学习途径;加快信息化建设,形成完善的数字支持;建设学习型城市,打造可持续终身学习生态。 Since 1980s,the theory of lifelong learning has been gradually enriched and its value has been widely recognized,but there are still many problems in policy formulation and implementation.In June 2022,the UNESCO Institute for Lifelong Learning released the report“Making Lifelong Learning a Reality”,which reviews the governance experience of countries around the world and points out the policy strategies and implementation ideas for lifelong learning.Based on the global perspective,the study aims to analyze international action plans and proposes five factors in policy formulation including contextual analysis,national visions,consultations,governance arrangements,monitoring and evaluation.In terms of policy implementation,it is necessary to extend the supply mode and release the transformation vitality of the learning path,establish results-based guarantee and standardize the certification mode of lifelong learning,make good use of process-oriented tool and give full play to the supporting role of information technology.The new trends of international lifelong learning policy research provides the following enlightenments for China to build a people-centered lifelong learning policy system:to respond to concerns from people and improve the top-level design of lifelong learning;to strengthen institutional linkages and ensure flexible learning pathways;to accelerate information construction and form comprehensive digital support;to build a learning city and create a sustainable lifelong learning ecology.
