基层综合性文化服务中心和新时代文明实践中心融合发展——基于基层文化志愿服务

Integrated Development of Grassroots Comprehensive Cultural Service Centers and New Era Civilization Practice Centers:Based on Grassroots Cultural Volunteer Services

在中国式现代化建设推进过程中,夯实基层社会文明建设基础和推动基层精神文明建设的重要性凸显。落实到基层,推动基层综合性文化服务中心和新时代文明实践中心(两个“中心”)有效融合发展成为推进全社会文明程度提升的重要议题之一。基层文化志愿服务作为基层重要的文化服务方式,在两个“中心”融合发展过程中逐渐发挥作用。从政策逻辑、现实情况两个维度厘清两个“中心”融合发展路径提出的动因,并从整体状况、一般机制、案例分析三个方面梳理两个“中心”融合发展的现状,指出两个“中心”融合发展中的难点、痛点,并提出以基层文化志愿服务为抓手的两个“中心”融合发展路径。基层文化志愿服务与两个“中心”存在功能融合、资源融合、体系融合的关系。通过对中国式现代化实践逻辑的具体观察,初步搭建基层文化志愿服务推进两个“中心”融合发展的理论模型。

In the process of promoting Chinese path to modernization,the importance of tamping the foundation of social civilization construction at the grass-roots level and promoting the construction of spiritual civilization at the grass-roots level is highlighted.Implementing it at the grassroots level and promoting the effective integration and development of grassroots comprehensive cultural service centers and new era civilization practice centers(two"centers")has become one of the important issues in promoting the improvement of the overall level of civilization in society.Grassroots cuttural volunteer service,as an important form of cultural service at the grassroots level,is gradually playing a role in the integration and development of the two centers'.This study aims to clarify the reasons behind the proposed path of integrated development of the two"centers"from two dimensions:policy logic and practical situation.The current situation of integrated development of the two"centers"is summarized from three aspects:overallsituation,general mechanism,and case analysis.The dificulties and pain points in the integration of the two"centers"are pointed out,and a path of integrated development of the two"centers"is proposed with grassroots cultural volunteer services as the starting point.The research summarizes the relationship between grass-roots cultural volunteer service and the integration of the two"centers"in terms of functions,resources and systems,and combines the specific observation of the practical logic of Chinese path to modernization,finally initially establishes the theoretical model of grass-roots cultural volunteer service to promote the integration and development of the two"centers".
