国外图书馆联盟服务现状及发展趋势研究

国外图书馆联盟加强了信息资源特别是新冠肺炎相关信息的整合和共享服务,团结合作与数据库商对话争取更多权益,通过多种途径寻找替代性免费资源,为成员馆应对经费大幅缩减的财政压力提供了重要支持。疫情危机强化了联盟之间的团结与合作,突出了联盟在节约采购经费、优化资源配置方面的重要作用,再一次彰显了“合作”这一图书馆联盟的核心价值。伴随着开放获取运动的深入发展,国外图书馆联盟通过开放出版、开放教育服务以及开放出版转换协议等方式积极投入到开放获取运动中,为争取更加公平开放的学术生态环境发挥了重要作用。我国图书馆联盟应借鉴国外有益经验,进一步深化联盟成员之间的技术共享与合作,在优化资源配置和提高资金使用效益方面重点着力,通过创新服务积极参与并推动开放获取,积极参与并推动数字资源标准化建设,重视联盟各项服务的制度化和规范化建设。

Foreign library consortia have strengthened the integration and sharing of information resources,especially information related to COVID-19,united and cooperated with database providers to fight for more rights and interests,and found alternative free resources through various ways,toprovide important support for member libraries to cope with the financial pressure of significantly reduced funding.The epidemic crisis has strengthened the unity and cooperation among the consortia,highlighted the important role of the consortia in saving procurement funds and optimizing resource allocation,and once again demonstrated the core value of"cooperation"as a library consortia.With the development of open access movement of foreign library consortia actively participate in the open access movement through open publishing,open education services and open publishing conversion agreements,play an important role in striving for a more fair and open academic ecological environment.China's library consortia should learn from foreign beneficial experience,further deepen technology sharing and cooperation among its members,focus on optimizing resource allocation and improving the efficiency of fund use,actively participate in and promote open access through innovative services,actively participate in and promote the standardization of digital resources,and attach importance to the institutionalization and standardization of various services of the consortia.
