国际失序与全球安全治理

International Disorder and Global Security Governance

国际失序是当前世界进入新的动荡变革期的重要体现,其内涵特质突出表现为复杂竞合、安全治理赤字加剧、秩序认知对立、大国竞争驱动。国际失序在未来一段时间持续存在,并有向国际安全制度失效、有限冲突增多、安全感匮乏、安全竞争意识形态化、不平衡的多极化以及单边阵营化的发展趋势。面对国际失序的态势,中国选择走和平主义的路线,以全球安全倡议为指引、以合理安全关切为基础、以地区安全问题为重点、以新疆域安全治理为补充,主动参与全球安全治理。中国要与世界各国广泛开展安全合作,不断凝聚全球安全共识,加强安全制度构建,促进解决地区安全问题,并避免大国竞争陷阱,为国际社会注入更多稳定性和确定性的未来预期,推动构建人类命运共同体,为实现世界持久和平发展贡献中国方案。

The period of turbulence and change into which the world is now entering is characterized by international disorder,the connotative qualities of which are highlighted by the complexity of competition and cooperation,the intensification of security governance deficits,the antagonism of perceptions of the international order,and the competition driven by major powers.International disorder will continue for some time,with a trend towards the failure of the international security system,an increase in limited conflicts,a lack of security,the ideologization of security competition,the imbalance of multipolarity,and unilateralism.In the face of international disorder,China has decided to pursue a pacifist course,and take the initiative to participate in the global security governance,led by global security initiatives,based on legitimate security concerns,focused on regional security issues,and complemented by security governance in new sectors.China should carry out all-round security cooperation with all countries in the world,constantly build global security consensus,strengthen the construction of security systems,promote the resolution of regional security issues and avoid the trap of great power rivalry,so as to give the international community the expectation of greater stability and certainty for the future,promote the building of a common community of shared future for mankind,and contribute to China's proposals for the realization of lasting peace and development in the world.
