新中国第二次教材会战始末

The Second Conference on the Compilation of Textbooks in the People's Republic of China

1977—1978年召开的全国中小学教材编写工作会议,称为“新中国第二次教材会战”。这次会战由教育部组织实施,以人教社编辑为主体,汇集全国二百多位学科专家和一线名师,制定了十年制教学大纲,编研出版了改革开放后首套全国通用的十年制中小学教材及教学参考书,为学校教育培养人才提供了优质精神食粮,对引领教育战线的拨乱反正发挥了重要推动作用。会战期间,编写组经过充分酝酿,研究总结了既往教材编写的正反两方面经验,借鉴国外教材最新成果,发挥专家优势,广泛听取各方意见,积极开展试教工作,以教材编写组名义发表教材编研文章。这次会战奠定了改革开放以来基础教育教材的基本格局,积累了丰富的教材编研出版经验,培养了一支业务精湛的教材建设队伍,在新中国教材建设事业中发挥了承前启后的作用。会战积累形成的宝贵经验对当前我国教材事业发展具有启示和借鉴意义。

The National Conference on the Compilation of Textbooks for Primary and Secondary Schools held in 1977-1978 is known as “the second textbook battle in the People's Republic of China”.After “Cultural Revolution”,education in China was orderly restored,and it became the need of the whole society to compile a new set of textbooks as soon as possible to meet the requirements of social,political and economic development.It is under this background that the conference was held by Ministry of Education with editors from People's Education Press as main body.More than 200 experts and teachers from all over the country were divided into different compilation groups including primary school Chinese,secondary school Chinese,primary school mathematics,secondary school mathematics,Russian,English,politics,history,geography,physics,chemistry,biology and physical education,writing 10-year teaching syllabus and published the first set of primary and secondary school textbooks and teaching reference books after the reform and opening-up,providing high-quality spiritual food for school education and playing an important role in promoting the correction at the educational aspect.During the conference,the compilation group,after full deliberation,studied and summarized the positive and negative experiences of previous compilation of textbooks,drew on the latest achievements of foreign textbooks,gave full play to the advantages of experts,widely listened to the opinions of all parties,actively carried out trial teaching,and published articles on the compilation and research of textbooks in the name of the group.This conference plays a pivotal role in the construction of Chinese textbooks.It lays the basic pattern of basic education textbooks since the reform and opening-up and embarks on the way for the construction of Chinese textbooks to gradually regularize in the new period.It helps to accumulate rich experience in the compilation research and publishing of textbook,which has laid a solid theoretical foundation for textbook course since the reform and opening-up.It helps to train a professional textbook compilation group,further enriching and improving the organization foundation of textbook construction.In retrospect,the conference provides us with useful enlightenment for current textbook compilation,research and publication work,mainly including adhering to the leadership of the Communist Party of China and pooling superior forces to focus on textbook compilation,insisting on education first and giving full play to the leading and guiding role of textbook in talents cultivation,focusing on team construction and promoting the integration of textbook compilation and research to ensure the quality of textbook compilation,and always serving the Chinese people,gathering wisdom and responding to the major concerns of time and society.
