Promoting County Modernization Through High Quality Construction of County Towns:Facts and Paths

实现中国式现代化要求深入推进新型城镇化战略,县域是实现全域现代化的重要一环,县城是推进新型城镇化的关键空间。基于“人口-产业-政府”的分析框架,本文在现代化视域下讨论了县域和县城发展的实然与应然。以翔实数据和多元视角,本文研究揭示了县域(城)在人口分布、产业发展、公共服务和财政状况方面的特征,构建了指标体系并以此评估县域现代化水平。对县域现代化指数的Oaxaca-Blinder分解结果表明,城镇化是现代化的重要动力。以高质量的县城建设促进县域现代化,需要优化顶层设计、壮大优势产业、提升公共服务水平和深化制度改革。高质量的县城建设意在强调要强化整个城市体系的局部弱项,形成县城与都市圈、城市群等主要增长极的优势互补。县域现代化的基本思路应该是“扬长补短”,最终为居民提供合意的生产生活空间。

The realization of Chinese modermization requires an in-depth implementation of the new-style urbanization strategy,with counties being an important part of the overall modernization and county towns being the key areas for promoting new-style urbanization.Based on the analytical framework of“population-industry-govermment”,this paper discusses the current facts and necessary acts regarding the development paths of the counties and county towns in the view of modernization.Based on solid data and from multiple perspectives,our study reveals the factual characteristics of counties(county towns)in terms of population distribution,industrial development,public services and financial status.We build an indicator system and evaluate the modernization level of counties,demonstrating that urbanization is an important driving force of modernization through Oaxaca-Blinder decomposition regression.Promoting county modernization through high-quality construction of county towns requires optimizing top-level design,expanding advantageous industries,upgrading public services,and deepening institutional reforms.High-quality construction of county towns is intended to strengthen the weaknesses of the urban system as a whole and to form the complementary advantages between major growth poles such as county towns,metropolitan areas,and city clusters.The basic idea of county modernization should be to“leverage strengths to offset weaknesses”,and ultimately to provide residents with desirable spaces for production and living.
